HIPAA Policies and Procedures This policies and procedures manual is based on the Health Insurance Portability and Accountability Act (HIPAA) that was signed into law in 1996. At its inception, HIPAA called for the creation of national standards and requirements for the electronic transmission of health information and forms. In conjunction with HIPAA’s new standards for the transmission of health information, the Department of Health and Human Services (HHS), anticipating concerns about the privacy of electronic communication, developed a separate Privacy Rule related to client records. GMUPC is in compliance with the HIPAA Privacy Rule (compliance date: 04/14/03). Along with HIPAA, Therapists must follow certain standards with regard to client information.
